For the year 2010 ,

$\frac{2-E_{1}}{E_{1}}=\frac{1}{2}$

$\Rightarrow 4-2 E_{1}=E_{1}$

$\Rightarrow 3 E_{1}=4$

$\Rightarrow E_{1}=\frac{4}{3}$

For the year 2011,

$\frac{3-E_{2}}{E_{2}}=\frac{45}{100}=\frac{9}{20}$

$\Rightarrow 60-20 E_{2}=9 E_{2}$

$\Rightarrow 29 E_{2}=60$

$\Rightarrow E_{2}=\frac{60}{29}$

$\therefore E_{1}: E_{2}=\frac{4}{3}: \frac{60}{29}$ $=\frac{1}{3}: \frac{15}{29}=29: 45$
