$ \Delta H=0.7,kcal $ ….(ii) $ CHCl_2COOH+O{{H}^{-}}\to CHCl_2CO{{O}^{-}}+H_2{O_{(l)}} $

$ \Delta H=- $

Adding Eq. (i) and (ii), $ \Delta H $ = - 13 kcal.
