$NH_4 OH . AgBr$ is less soluble in $NaBr$ and $HBr$ due to presence of common ion $(Br)$. With $NH_4 OH, AgBr$ will react as:

$AgBr(s)+2 NH_4 OH$ (aq.)

$arrow[Ag(NH_3)_2] Br($ aq. $)+2 H_2 O(l)$

Hence, the highest solubility with $NH_4 OH$ solution.
