If $\rho _A>\rho _B$, then, $I _A<I _B$. In this case given condition can be fulfilled if $m _A<m _B$.
If $\rho _A<\rho _B$, then $I _A>I _B$. In this case given condition can be fulfilled if $m _A \leq m _B$.
