$$ \begin{aligned} & N _2 O _4 \rightleftharpoons 2 NO _2 \quad \text { Total } \ & p _i: \quad \begin{array}{cc} 1-\alpha & 2 \alpha \ \frac{1-\alpha}{1+\alpha} p & \frac{2 \alpha}{1+\alpha} p \end{array} \ & K _p=\frac{4 \alpha^{2}}{1-\alpha^{2}} p=\frac{4(0.25)^{2}}{1-(0.25)^{2}}=0.26 atm \end{aligned} $$
