When a capacitor is charged initially, charges flow and it results an increase in potential of capacitor which lead to existence of conduction current. So during charging, voltage changes, which changes the electric field and electric flux in the dielectric of capacitor. Hence electric flux current density that is displacement current is obtained till the capacitor is not fully charged. Once the capacitor is fully charged, potential across the plates of capacitor becomes equal to the potential of $d c$ source which makes the conduction and displacement currents zero.
