The phase angle for the LCR circuit is given by $ \tan \varphi =\frac{X_{L}-X_{C}}{R}=\frac{\omega L-1/\omega C}{R} $ Where XL, XC are inductive reactance and capacitive reactance respectively when XL > XC then tanf is positive i.e. f is positive (between 0 and p/2). Hence emf leads the current.
