If $ {X^{-}} $ is strong field ligand (say $ C{N^{-}} $ ), then $ {{[Ni{{(CN)}_4}]}^{2-}} $ is square planar $ (dsp^{2}) $ with no unpaired electrons.

Also given $ {{[NiX_4]}^{2-}} $ is paramagnetic, so $ {X^{-}} $ is weak ligand.
