Hence, no charge will flow through $20 \mu F$
$C_1$ and $C_2$ are in series, also $C_3$ and $C_4$ are in series.
Hence, $C^{\prime}=3 \mu F, C^{\prime \prime}=3 \mu F$
$C^{\prime}$ and $C^{\prime \prime}$ are in parallel.
Hence net capacitance $=C^{\prime}+C^{\prime \prime}=3+3$
