Solution:
- $\mathrm{Cl}{2}, \mathrm{Br}{2}$ and $\mathrm{I}_{2}$ form a mixture of halide and hypohalites when react with cold dilute alkalies while a mixture of halides and haloate when react with concentrated cold alkalies.
$$ \underset{\text { Cold and dilute }}{\mathrm{Cl}{2}+2 \mathrm{NaOH}} \mathrm{NaCl}+\mathrm{NaClO}+\mathrm{H}{2} \mathrm{O} $$
$\therefore \mathrm{Cl}^{-}$and $\mathrm{ClO}^{-}$are obtained as products when chlorine gas reacts with cold and dilute aqueous $\mathrm{NaOH}$.
