The above shown resonance introduces some double bond character to central $\mathrm{C}-\mathrm{C}$ bond. Therefore, the central $\mathrm{C}-\mathrm{C}$ bond in 1, 3-butadiene is shorter (stronger) than $\mathrm{C}-\mathrm{C}$ bond in butane.
