Compounds with $\mathrm{CH}{3}-\stackrel{\mathrm{O}}{\mathrm{C}}-$ or $\mathrm{CH}{3}-\mathrm{CH}(\mathrm{OH})$-group gives haloform reaction but this reaction is given only by aldehydes, ketones and alcohols, so acetic acid does not give haloform reaction. However acetic acid has three $\alpha-\mathrm{H}$, therefore, statement I is true but statement II is false.
