NEET & Tidy Like JEE? Experts Weigh In On How Two-level Online Test Across Sessions May Be The Way Forward

As the National Eligibility-cum-Entrance Test (NEET-UG) is being considered for an online mode from next year, experts are suggesting that the exam could be conducted on the lines of the Joint Entrance Examination (JEE) model, with a two-level system in place. This approach could ensure a smoother and more efficient process for the massive number of candidates who take the exam every year.

NEET, which is conducted for undergraduate medical courses, currently sees over 23 lakh candidates taking the pen-and-paper exam across 5,000 centers in 13 languages. However, experts argue that this format is impractical, especially considering the logistical challenges of transporting multiple sets of question papers in various languages to so many centers. Moreover, the National Testing Agency (NTA), which conducts the exam, relies on third-party vendors and contract staff, making it challenging to ensure the integrity of the exam.

V Ramgopal Rao, former director of IIT-Delhi and current Group Vice-Chancellor of BITS Pilani campuses, believes that a two-level exam system could be the solution. According to him, the first level could be a screening exam, similar to JEE Mains, which would be conducted by the NTA in a computer-based mode over multiple sessions. Each batch could accommodate about 2 lakh students, with exams spread over two months using a large question bank. This would reduce the risk of paper leaks and ensure computer security against hacking.

The second level could be a qualifying exam, similar to JEE-Advanced, which would be managed entirely by a top medical institute like AIIMS. This would allow for a high-quality exam that probes understanding of concepts, and institutional ownership and commitment would be essential to maintain sanctity and integrity.

Rao also recommends turning the NTA into a constitutional body similar to the Union Public Service Commission (UPSC), leaving exams and education to experts through this body. He believes that this would ensure a more transparent and efficient process.

What sets JEE apart from NEET is the quality of the question paper. JEE (Mains) is set by experts from tier-2 and tier-3 institutions, while JEE-Advanced is conducted by the IITs themselves, resulting in a higher quality and difficulty level of question paper. An exam like NEET could benefit from a similar tightly knit system dedicated to the conduct of the test only.

In conclusion, a two-level online test across sessions could be the way forward for NEET, ensuring a smoother and more efficient process for the massive number of candidates who take the exam every year.
